Jelena Milić, CEAS Director, took part in the 2nd Annual Global Convening to End Mass Atrocities, organized by the International Coalition for Responsibility to Protect and The Nexus Fund, held in Istanbul.

The focus for the 2013 convening was on emerging powers. Stakeholders are concerned with the increasing influence of so-called “emerging powers” on international human rights and atrocity prevention issues. Given the discernable shift of global power away from “traditional” powers a core challenge for atrocity prevention is: How can we influence the emerging powers—including, but not limited to, India, Brazil, and South Africa? A few organizations have already begun research on these issues, but much remains to be done.

While the theme of emerging powers was the central organizing tool of the convening, the overarching goal of the conference was to strengthen collective ability to prevent and respond to mass atrocities, and there was ample room for discussing a number of issues outside of the theme.
